I've heard multiple IT DFW consultants say that WN will never charge bags because of one reason, and one reason only: current WN IT system doesn't support charging for bag fees and Kelly doesn't want to spend tens of millions, if not hundreds of millions of dollars to patch or overhaul the system. Seems like a reach to me, but certainly possible.
