Sounds like the agent you talked to is confused. Since you were able to post, you have access to an internet connection. If you use the eupgrade site to make the request it should be no issue requesting your upgrade.
Thanks somedude....normally I just hit the "request upgrade" when I access my reservation on "manage my booking" but the button was not lit, so I phoned in.
As you suggested, I "accessed my eupgrade account" and voila, the flight was available for upgrade 10 days out, and I have secured business class space.
