Acquriers in Macau propagate the non-compliant practices of their Chinese parents without much regulation.
While I sometimes use AmEx in these situations - UnionPay isn't an option for those of us based stateside - I feel it helps maintain the status quo for DCC. While there aren't many examples, we have seen examples of merchants that formerly forced DCC but either changed policies or "discovered" a method of disabling DCC on their terminals due to customer complaints/chargebacks.
