The "value" of a BMG certificate is predetermined -- IIRC for the mid-tier brands it's US$200 per certificate -- and I assume that rate has been calculated so that on average the sum cost of all redeemed BMGs is less than the total HRCC collects (including spoilage since a BMG is only valid for 12 months.
Brand Standards (Section 700(3)) also specify that the Guest Service Intervention Fee will be charged to the property:
Any complaints referred back to the hotel must be resolved to the guest’s satisfaction within 48 hours of notification. The hotel will be charged an intervention fee in addition to any cash refunds or “Be My Guest” cards issued to ensure/ promote 100 percent guest satisfaction. Intervention fees
are equivalent of 200 USD for Diamond guests, 150 USD for Gold guests and 100 USD for all others.

Each hotel must accept “Be My Guest” cards as a form of payment. Reimbursement procedures must be followed.
