And the answer will be entirely predictable. If you ask an organization whether you need their permission to do something, the answer will invariably be 'yes, you do'. That doesn't mean that you do need their permission, it just gives them the chance to discourage you from doing something that might be perfectly legal. It's actually a question for his organization's legal team.
