This is a common approach many of us use.
OP, bear in mind that one issuer doesn't pose a charge as CA doesn't mean all issuers do the same. Also, just because a pending transaction seems to be coded as CA doesn't mean it will be posted as such. In addition to what Mamibear described, sometimes I also test a new method with a small amount and if it's coded as CA, I will write the fee off as the cost of doing business.
