A fuel dump is a fare/ticket constructed of two or more segments on different carriers where the agreements on YQ surcharges are not harmonised. This asymmetry can have the effect of zeroing out the fuel surcharges across the entire itinerary. It often happens when you book something like major carrier long haul + unknown regional carrier on a short hop flight.
