That is not correct. QR does contract with BA, through the Oneworld membership agreement.
If your oneworldŽ frequent flyer tier status is Emerald or Sapphire, or you are traveling in a First or Business Class cabin on any oneworld member airline
Lounges operated by third parties.......Access to these lounges is restricted to eligible customers when travelling on specific oneworld airlines
If BA also used a contract lounge QR J passengers could not access it, but as the BA lounge in AMS is owned and operated by BA any passenger flying J/F on any OW airline can access it.
In any event, you wouldn't be missing much if you couldn't get in either lounge.
