I'm not sure if it's YMMV but my go-to Staples manager was the one who asked me if I wanted to pay for the fee with StaRebGC and of course, I did! From then on, I use them or other discounted StGCs I have to pay the fees when there's a rebate on VGCs. While it works in-store, I don't think it works for paying online.
