I don't get the second-bag size reduction. If the under seat rule is enforced it doesn't create any further advantage, and has just put them behind easyJet (still at the larger size for any premium catagory customer). 40x30 is a more a sleeve than a laptop bag, though I agree too many turn up with something stuffed nearer 30cm wide.
