A lot of Non-EU airports are considered to be secure points of origin and will not require you to reclear security to get back into the airport, e.g. the US arrivals, UK arrivals and some more. I think also NRT is considered "secure" and you just need to clear immigration, not security.

More difficult are the China arrivals since those are indeed leading you out into the baggage claim hall, not back into the airport.
