you're sure there are no UA space to BRU from IAD/EWR/ORD? I think those are less-known routes so chances are better
In the end while I was waiting on hold to speak to an AE agent, I booked YYZ-IAD-BRU-ORD-YYZ in UA F. Only $161CAD in fees.

Not wild about the idea of UA F but it's been so long since I've flown UA, hoping for a decent experience.
