Even to get the most basic tier (*S/OW Ruby/ST Elite), you would need 4cpm ($1000/25000 miles).
That is very difficult barring fuel dumping/error fares.
(further, mileage running is not very fun having done it myself, especially since you have all the stress of work while flying, plus the stress of being in airports, barring overseas flights.)
Not only that, if you credit to UA/DL, you will only get 5000 RDM with your spend (of course, you can choose to credit to a different FFP, but do beware that you may be required to meet a metal requirement...)
Not necessarily, 1k USD is easily enough for BA Silver, which is second-tier and lounge access even NA domestic. TP runs can be quite cheap with the right routings. Then the issue more becomes having 4 BA segments if he doesnt have those yet, since that involves flying to Europe basically.
