There are probably a few legitimate reasons for dealing with a a foreign Travel Agent, so I think we need to tone down the rhetoric that dealing with a Greek Travel Agent is a bad idea.
I too can confirm that booking air travel and then waiting for final ticketing is an accepted practice for large groups. The primary reason being so as to allow for maximum flexibility for name changes.
