I'm really surprised the airlines let you reserve tickets without paying for them! Is it possible to do that with single tickets, too, for example if you are about 70% sure you want to take a trip, have a TA reserve the ticket without payment to the airline? Seems like that would be worth a nice commission from me to a TA.
It's my understanding that the carriers won't do that for individuals anymore, but high-producing agents get a lot of flex.
It used to be that there was no other way as people had to either mail in or go to a ticket office and pay. That all took time.
