If the ramp service guys were unloading in a thunderstorm and there was lightning nearby, they would be required to go inside until the threat of lightning was over. This could have accounted for your, basically short, delay.
They may also have had to unload in heavy rain, which would have soaked the bags. Wet bags does not necessarily indicate negligence on the part of the rampers.
