No luggage at FCO and no time to fill out a PIR help!

Hi there. On Saturday my partner and I flew from Catania to FCO on Alitalia flight 1744. We allowed ourselves a 3 hour connection at FCO before our next series of flights to get home to Australia. We needed to collect and re-check in our bags for our Rome to Singapore flight. Anyway the Alitalia flight was delayed and we hung around for our luggage with me at the carousel and my partner queuing to fill a PIR with baggage lost and found when it was evident our luggage wasn't coming. One hour before our flight to Singapore we made the decision to quit the queue and rush for our flight as we couldn't miss it! We couldn't fill in the Property Irregularity Report which we now understand is our golden ticket to getting our luggage! We filled out an Alitalia online form in Singapore with our bag details. We have called Alitalia who direct us to call Alitalia c/o FCO and ask for a "courtesy" PIR. The Alitalia c/o FCO number people tell us we need to contact the airport. I post a FB message on FCO's wall to enquire about contact numbers and they tell me to contact the Alitalia c/o FCO number! It is going around in circles. So a few questions please: 1. Has anybody has any luck/advice with getting a PIR report done with FCO from out of Italy? 2. If no PIR is filed, will common sense prevail and the luggage be checked anyway and we will be contacted? Or is it stuck in an airport forever?! 3. Can we fill a PIR in Australia as I understand we just need to get our bag details in the global "system" 4. Any other advice? Thank you in advance.. Cheers
