With a British driving license, you need an international driving permit (IDP) to drive in Vietnam. I assume it's the same with a Dutch license as you're also under the common EU licensing system.

However, being allowed to drive, and being allowed to hire a car is a different matter. Not many companies in Vietnam are happy to rent cars to foreigners, and you will probably have difficulty finding one.
