A couple of times I've connected to Japan Airlines from an unrelated airline and JAL has always put their priority tag on. Unprompted, the JAL agents at the connection desk have also said "we notice you have 1 bag checked through and we have confirmed it is in our system." Of course, I've also found the Asian airlines much more diligent about getting the tagged bags out first.
