Yes, I have read posts on FT regarding retagging bags with priorty tags when connecting on a partner airline. I was surprised to hear that but I have seen it posted a few times.

I rarely have that problem. 99% of the time the agent puts the tag on. It makes a big difference on international flights especially on a 747 flight. I would certainly remind the agent if they forgot.
