A non-smoking hotel that offers a balcony only if I wanted a smoke just won't work for me or my wife. If I'm up at 3 AM in our hotel room and being a smoker, and it's the middle of winter somewhere or raining heavily outside, I (or we) are not going to get dressed and stand outside while puffing away frantically so we can soon warm up or dry off inside.

No thanks, I'll have to pass on that that type of accommodation. I'd rather brew a cuppa coffee or two in our room while puffing away comfortably in our nightclothes before resuming our ZZZZ's. Or any other time when we're relaxing in our room too.
