This type of advanced or contingency planning is unheard of here in Thailand. Usually they wait until long after horse has bolted before taking any action (See TiP, slavery, fishing, IP, drought/floods, ad nauseum) AoT should probably be applauded for this but I suspect they will be reprimanded by the Junta, for causing fear/panic.
I've got to believe they have enough room at BKK, UTP, DMK and HKT, but one assumes they done the maths and identified potential problems?
