Sure, you could interpret "out of status" to mean any number of things -- and answer whatever question you think the OP's asking -- but in the context it seems obvious the OP is asking: "What is the likelihood the OP's niece will be detained and deported while attempting to fly between the mainland US and Hawaii with a valid California driver's license but while illegally in the United States?" And he's gotten several answers.
I'm guessing graduated student from the fact that she's "out of status" which means she was in status at some point, so no EWI, and has a California ID so not a tourist or short term business visitor, and (just speculating now) I figure an H1-B is likely to be highly aware of expiration and other status issues and so would be less likely to go out of status.

And I agree with the others who have said there is no automatic status check for a domestic flight, but you never know. Plus, she needs to clear up the status or go back out if she hasn't become subject to the 5-year or 10-year bars.

She needs to look into that issue, entirely apart from "can I go to Hawaii" without fear.
