Sorry if there was already a thread on this but I couldn't find something exactly like this.

So my sister flew ORD-LGA this morning in F. She has no UA status, but we were under the impression that she would have 2 free checked bags. When she checked in online it was about to charge her so she decided to try at the airport and she still had to pay for each bag. And I don't think it was a case of the agent not knowing she was in F bc she put priority tags on them.
Is this the new policy? Or was she incorrectly charged?
