It isn't punitive; it is asking people to pay for the seats they are using. It would be 'punitive' if they charged them an additional fee as punishment for not buying the required seats in advance.
Personally I think a little accommodation of larger passengers is a good thing. I'd certainly be in favour of airlines giving refunds if the seat wasn't needed, and selling the second seat at a discount if booked in advance.
