I was recently in Business Staggered with my wife and our two small children (3 and 1), each with their own seats. We sat in the center block of the 77W both ways (D/F and E/G seats) and found that there was basically no way to reach the neighboring seat without standing up. The only way to stay seated and have access to the other seat was to slide the seat as far forward as possible, which is obviously not possible during takeoff and landing, nor is it particularly comfortable during cruise.
I think that it would be smarter to seat parents and children across the aisle from each other so that there is at least no partition in the way, but ANA has different ideas...
The JL Sky Suite seats are infinitely better when traveling with small children -- you can put the partition down and easily reach the seat next to you, and it's also possible to eat with your child by putting the seat into bed mode and sitting on either side of the tray table (not possible on NH where the table slides out of the seatback).
Incidentally, I found it interesting that you can't book a seated infant on the NH website, but you can book a seated infant on NH metal through the UA website...
