That should work IF the hotel charges you for all four nights, and you're reimbursed for the 4th night by Citi later-on. Or to put it differently: FPC won't allow you to apply the 3rd night free cert if you booked a 4th night free promo rate, but if four nights appear on your folio, you'd be permitted to apply your 3rd night free cert.
The only aspect you may want to look into is whether Citi would re-imburse you for the 4th night if you actually only paid for 3 out of 4 nights. I honestly don't know much about how the Citi CC and the benefit work.
