There's a solution which some airlines have implemented, but if you like it, you have to figure out which airlines have it on which plane types, and only fly those plane types on those airlines:

Articulated seats are those in which you recline not by pushing the back of your seat backwards, but by pulling the seat part of your seat forwards. That then reclines the back as your seat moves forward, which keeps the effect of reclining in your space, not the space of the person behind you.

If every airline had articulated seats on all their planes, your decision whether or not to recline would not affect anyone else. But very few airlines have articulated seats, and even those not necessarily on every plane.

And it may be difficult to search for planes with articulated seats even if you do know about them and want them! But the average person doesn't about them anyway.
