I see this a way for AC to continue and even increase their overbooking practice as well as avoid the 'bad press' because they basically advertise this practice every time they ask for VDB volunteers.
If this new procedure results in a significant number of overbookings (ie almost all) getting resolved prior to GA control, then I definitely see AC playing with the numbers some more to increase the ratio of overbooking. The only thing stopping them is the compensation and poor CE, and this has the ability to mitigate that.
