'Best' doesn't mean much in London. You need to decide what is important:

Big rooms
New or renovated rooms
Walkable to major sights
Big name restaurant in-house
Business facilities
Level of 'bustling' you want etc

And work from there. Marriott Park Lane is unlikely to suit a W guest for eg.

Note that The Park Lane Hotel (SPG) is having a huge renovation so best avoided.
