So I went back to united.com and: (1) entered only IAD-FRA-IAD r/t; and (2) entered the full range of upgradeable fares as suggested by Xyzzy. All the UA fares had U fares. There were some cheaper fares (H) but they were all code shares which means I can't use a GPU--and were still pretty high ($1800 compared to $2500). It's not just a pre-Christmas fare that is problematic. Got the same result for a r/t IAD-FRA-IST in January.
