While it is likely that W or V fares will eventually appear I would not take the word of the agents as gospel on that front. They have no idea what mechanisms Revenue Management put into play to control fares and inventory.
I don't take this as gospel, but: (1) agents do have experience on this and they tell me that this is not unusual; and (2) UA is not going to sell all of those seats in Y under highly expensive U fares.
