If driving during "rush" hour perhaps.
We drove at various times during the day to Waimea Canyon from Kapaa and it was never more than 60, usually was 45-50 minutes.
While built up, we found Kapaa a delight as it is centrally located to all the island, it also has many many food/restaurant choices.
