Surprisingly, yes, this is true. It doesn't apply to all aircraft parts, but aircraft tires are considered HazMat, and (at least some) carriers have an exemption that allows them to carry tires for their own aircraft, but not for the aircraft of other operators. I used to fly for Piedmont, which had the same restriction.
