You could fit a person in some bins. That doesn't mean they belong there. Being able to fit a big in a bin doesn't mean it's carry-on size. You have to share that bin space with 100+ other passengers. If everyone had 1 bag that "fit in the [entire] bin" then there would be enough room for 20 passengers and the rest S.O.L.

United gets fined when they are caught by the FAA allowing bags onboard that do not fit their size dimensions.
