Think about this, what would Delta gain by lying to you? I see no reason why they would purposely lie to you in this situation aside from just not knowing the facts. That being said, red flags would fly all over the place for me if Delta switched me to another airline and said I'd still be upfront and have my bags comped on a different airline.
US/AA has a business relationship with Delta, as mutual customers for cases like this.
In any case, Delta promised him that he'd get 3 free bags on each ticket (and said so in writing). That's why he's entitled to get 3 free bags on each ticket, and Delta owes him the out-of-pocket expense.
