Disappointed this week at Montreal. Despite using the apec card six or seven times, the agent said I couldn't use the crew line at all as I wasn't a diplomat or crew member. Clearly against the terms of an abtc card from their own government website.
I recall seeing an ABTC sign in the YUL arrivals hall near the NEXUS kiosks directing ABTC to diplomat/crew. If they didn't remove that sign the agent was just misinformed.
