BOA has similar wording in the terms of branded credit cards. It states that you "may" receive a 1099 but I've never received one and I've applied for several of these cards in the past.
At the end of the day, it doesn't really matter because it is a targeted promo and you may not get it if you weren't targeted. Even if you were to receive a 1099, the value of these miles is too small to have any tax repercussions for most of us. It's small potatoes for the IRS and they don't care.
Except when their computer check matches the 1099 to your return and they ask why it was not reported.
