You've made some sweeping assertions there. I'm certainly not enough of an expert to claim there is or isn't any scientific proof about swimsuits, saunas and hygiene. Are you a doctor or scientist?
Anyhow the law is the law. In France, it is often the prefecture or municipality that sets these laws. In IDF, it was in the news a couple years ago that they banned the "burkini" for hygiene reasons. That got a reaction even though I've never seen a burkini in France as I have in other parts of the world.
