In DEL T3 everything is in the same building. 9W will check your luggage to the final destination, but probably will not issue the OS boarding pass (BP). Once you arrive in DEL, you follow the crowds, and just as you come down the escalators you will see a sign for international transit, with some security checkposts and a transfer desk. You will get your BP there and pass thru security and immigration. After that you are in the international concourse of T3 and wait for your flight. The entire process will take no more than 15-20 minutes.
If by any chance the luggage is not checked thru, you follow the crowds, collect your luggage and turn left after entering the public section of the terminal. You will see a CISF guy checkin ID and ticketing information in front of an escalator. Show him/her your papers and take the escalators up. You will end up in the international checkin area. Take your luggage to the OS desk and you will get your BP there, then go thru immigration and security. This way should take no more than 45-60 mins.
