Yes its a unique German quirk. In the name field on ID cards, Passports and Driving licenses it shows as 'Dr.' if you have a recognised qualification. Since the work involved in getting the title is quite tedious in Germany and a matter of prestige, young Dr. run to the respective passport office to add the 'Dr.' to their name on the ID asap. There was an effort to strike off that field in 2007 and 2010, but it failed.
