Nov. 1 All Saints Day Holiday - Is Everything Closed (Croatia and Italy)?

I searched to see if this had already been answered but didn't see anything about it in my search.

We are going to be in either Dubrovnik, Croatia (most likely) or possibly Venice, Italy on Nov. 1, All Saints' Day, which we understand is a national holiday in both countries. Should we expect that all shops, businesses, and restaurants are closed this day? We are trying to figure out how to plan for what to do that day. We were thinking of visiting churches that day, walking around the town and seeing outside sights, and heading to the water. But we are not sure what to do for meals and if anything else might be open.
