Or wait for a good targeted Amex offer and transfer the miles to an Airline

So many options depends on your ability to generate spend your credit score and history ( which cards did you have before)
Btw forget about Delta they just announced another devaluation
Yes, he would apply too. We can apply for a business card, we do independent contract work rarely.

I currently have a Chase Sapphire (80k miles on it) and an IHG card. DH has the AA card (6k miles on it).
