It might be that the agent at YYZ isn't entirely familiar with the provisions of EC261, or the local arrangements for onward transport at LHR. Assuming the OP hasn't already paid for the coach, asking again on arrival at LHR may well save a great deal of aggravation later!
That's exactly what happened. I asked again at LHR and the agent told me of course I wouldn't need to pay for it myself and gave me a ticket.
