If UA could run an on-time operation, and people would book reasonable connections, this request would be a very rare occurrence. It's not.
If UA is doing this on 40%, is DL doing it on 30, AA on 35 and WN on 45? (Subtracting on time % from 100 and then adding a few more points to stay in line with your methodology.). I'm betting a little less than half of flights don't go to connecting destinations as well, so the flights to CID, GEG, and CHS, even if late, don't have this type of announcement.
Let's keep it in perspective, not blow it out of reality.
