Might have something to do with the second-hand smoke that could be inhaled by others. From the CDC Director in an article last year on e-cigarettes:
Just for good measure, Frieden threw in two more problems with e-cigarettes: People who use them can expose kids, teens and pregnant women to nicotine via secondhand smoke; and enterprising smokers can put marijuana or hallucinogens in an e-cigarette “tank.”

From a CBS story in April:
The FDA says it has the authority to regulate e-cigarettes because they are tobacco products. It hopes to have rules that will include age restrictions finalized by June.
