It really depends on the type of flights taken. If the guy was flying within the UK on fully flexible tickets, then it takes 250 flights (20 TP one-way).
However, if the guy considers a flight to somewhere in Europe a 'local flight' (I tend to consider it a local flight, although I am not sure if that's normal) and flies Club Europe it can be just 63 flights (80 TP each way for longer Club Europe flights such as LCA, SOF etc, or even HEL) which is not a lot of flights in reality.
If someone is connecting to a domestic flight from these flights every week, it will only take 25 returns ((80+20) x 2 = 200 TP return, e.g. MAN-LHR-SOF-LHR-MAN). That's neither here nor there really (one return every 2 weeks isn't particularly onerous). However, depending on where and the flying patterns, it can add up to a quite a substantial sum of money.

Premier status is (generally at least) not earned through flying, and since the guy that OP came across said he was "...that was provided him access for the CCR because he flies so often", I'd say he is more likely to be a CCR card holder than a Premier.
