It could be a matter of low FC costing the same number of miles as medium/high business class, where all of the nonUA segments necessarily must book as low. Check how you were charged for this award ticket. In fact, check that IAD-GVA is operated by an aircraft that has a separate FC cabin. Is this a UA or LX flight? I also suspect that routing to Asia through Europe increases the number of miles required, so that you've essentially taken two award tickets. This can make sense if you want stopovers in Europe or if this is how you found low award availability. The GVA-MUC segment could be part of the TATL ticket or part of the EU-Asia RT.
The trip is 160,000 miles. 80,000 each direction. SGN is my destination and I have a stop over in FRA on return leg. I think the cost is not increased because the cost of a partner business award to SGN is 80,000 and the cost of a TATL award on united metal is also 80,000 so it doesn't bump my price at all. I suspect I could probably book the return FRA to IAD in United first as well if that were available. I'm confident I'm in first as I have chosen seat 1K on the seat map with a 6 suite first cabin. Also thanks to the other responses for helping me understand the lounge policy.
