Location is fine. I've stayed at the DT which is 1km away, so effectively the same place. In Panama taxis are ubiquitous; they are how everyone gets around. It should not cost more than a few dollars to get to the old city from that location. Aside from staying in Casco Viejo there is not really a great location in the city (and it is questionable whether you'd want to stay in Casco Viejo if it is still one big construction site like it has been the past years). The Hilton is right on the waterfront promenade and I am sure it is a very nice property, but all told considering the differential in points I think that staying at the Hampton would be a no-brainer.
