The US got rid of those silly rules back in 2003. All checked luggage is screened by TSA and accordingly bags are not necessarily removed when a passenger no shows.
There are carrier specific policies on this, but on a connection where the bags are screened at PHL as they were, there is no reason for the bags to have been pulled.
As to the notice issue, it's clear from OP's repeated posts that he was issued BP's for an existing flight at an existing time. He did not show up for that flight as scheduled. He has admitted his mistake in this regard.
